Overall, the 28-square-mile fire was 70 percent contained Tuesday but fire chief Rick Brown says the portion burning in the city has been fully surrounded.
In western Colorado, pre-evacuation orders for residents in and around DeBeque have been lifted, allowing livestock to be returned. Firefighters don't expect the nearly 14,000-acre Pine Ridge fire to grow any more.
Meanwhile, the Weber fire near Mancos was 85 percent contained.
In Colorado Springs, about 900 people evacuated by the Waldo Canyon fire will be allowed back later in the day as crews work to restore utilities. About 2,100 people are still evacuated, including those who lost homes.
City firefighters will help enforce a ban on fireworks on July 4th.
