Durango officials are trying to decide how to promote tourism on the Animas River while at the same time cracking down on rowdy tubers who are causing problems.
Resident Tim Wolf said he recently woke up at 2:00 a.m. when he thought he was having a nightmare, but it was just a bunch of people screaming on the river.
City Manager Ron Le-Blanc tells the Durango Herald (http://bit.ly/PHirpz ) there are a few people who are spoiling the experience for everyone else and the city wants to make it enjoyable for families and people who behave themselves.
So far this season, there have been 12 arrests for open containers of alcohol, two arrests for marijuana possession and a number of other violations.
